This paper employs a qualitative research methodology, incorporating interviews with local officials, administrators, scholars, and journalists, to examine how the Taliban reformed provincial administrative systems, dismantled existing governance structures, and established new institutional frameworks consistent with their ideological model. Research reveals that essential state agencies, including the Human Rights Department, Public Affairs Department, and Ministry of Women’s Affairs, were dismantled and supplanted by entities such as the Amr Bil Maruf wa Nahi Anil Munkar Department and district assistance centers. The Taliban implemented consolidated appointment procedures, restructured military and security organizations, and institutionalized religious entities into the governance framework. This study enhances comprehension of the Taliban's administrative governance model and its effects on public service delivery, government legitimacy, and administrative capability in post-2021 Afghanistan.
2025-03-31T00:00:00+00:00 Copyright (c) 2025 Al-Qamar https://www.alqamarjournal.com/index.php/alqamar/article/view/1559 State, Society, and Displacement: The Social Integration of IDPs from North Waziristan in Bannu 2025-05-16T16:40:32+00:00 Dr. Muhammad Zubair alqamarjournal@gmail.com Mr. Faqir Khan alqamarjournal@gmail.com Ali Nawaz Soomro alqamarjournal@gmail.com
This paper explores the social integration of Internally Displaced Persons (IDPs) from North Waziristan in Bannu. Among these rules, of course, the rules related to the occasions of happiness and sadness. These rules were, indeed, binding in nature; meaning thereby violation of which would result severe punishments. It was claimed, at that time, that such rules are in line with the principles of Sharī‘ah (Islamic law) and, therefore, ideal to be followed. Some study, however, contradicts this by saying that such rules were made as per the prevailing custom of the region. Others explained, with solid evidence, that such laws were based on the principles of conventional law. The present research endeavors, with length, to investigate all such assertions. The predominant approach, in the present research work, however, is to investigate that whether such rules were in compliance with the principles of Islamic law. Owing to this, all such prevailing rules are critically analyzed in the light of the Holy Qurān and Sunnah of the Holy Prophet (SW). The work of classical Muslim jurists also cited for the same purpose, however, literature of the Hanafī School was followed more comparatively to others; as this was the formal school of thought in the region. Further, content analysis technique has been followed where the available secondary data has been critically analyzed.
2025-05-12T17:56:37+00:00 Dr. Muhammad Waqar alqamarjournal@gmail.com Dr. Noman Naeem alqamarjournal@gmail.com Kulsoom Khaleeq Ansari alqamarjournal@gmail.com
Qur'an is a complete code of life, offering guidance for personal and collective sides of human life. The family system teachings given in the Qur'an are very much part of bringing social stability. Through promoting the values of justice, kindness, respectfulness towards one another, and spirituality as a model of leadership, the family provides a source of harmony, security, and morality. This not only brings people up but also forms the basis for a balanced and strong society. A stable family builds a unified society, whereas fragile families make a contribution towards social issues and disintegration. Islam makes the nikah a firm covenant of mercy and love. The Qur'an mentions spouses as clothes for one another, representing intimacy, protection, and support for each other. Mutual respect, kindness, and compassion are emphasized as the foundations of marital relations, fostering harmony and tranquility within the family. The Qur'an establishes clear yet balanced rights and responsibilities for all family members. The husband is tasked with provision and protection, while the wife is entrusted with nurturing and household management. Both are expected to act with justice, mercy, and mutual respect. The coordination of responsibility and right is the key to household harmony. Qur'anic teachings emphasize justice and equality, providing for well-defined, complementary roles for men and women that are conducive to stability. The Qur'an offers pragmatic advice for the settlement of disagreements between spouses. Should disputes reach a boiling point, the appointment of impartial and wise arbiters from each family is recommended to settle and reconcile. The Qur'an promotes good and constructive dialogue, essential for peacemaking and intra-family cohesion. The Qur'an decidedly attaches importance to being kind and respectful to parents, reinforcing family cohesion and value transmission from one generation to another. Showing respect to parents is described as a way of developing love, respect, and cooperation in the family, ensuring social security for the elderly. This research seeks to investigate the Qur'anic teachings regarding the family structure and its central place in attaining social stability.
2025-05-13T07:04:00+00:00 Dr. Asjad Ali alqamarjournal@gmail.com Dr. Abdul Aleem alqamarjournal@gmail.com
Before the Prophetic era (ﷺ), not only Arab society but the entire world was engulfed in darkness. However, after the Prophet’s (ﷺ) arrival, the enlightened teachings of Islam replaced this deep darkness with light. The Prophet (ﷺ) guided the people of Arabia towards such social progress that within a few years, the region of Hejaz attained the honor of leadership for the entire world and became a source of blessings for all.

This paper will include the measures taken by the Prophet (ﷺ) to achieve this transformation, such as granting dignity to women who were previously dishonored, freeing slaves, guiding businesspeople towards prosperity through charity, assisting the needy through a structured system of Bait-ul-Mal (public treasury), transforming generational enmities into bonds of brotherhood, beautifying society through moral teachings, and cleansing both outward and inward impurities by prohibiting wrongdoing.

Additionally, a contemporary application of these timeless measures will be discussed to address modern-day social decline and moral degradation. The paper will explore how Prophetic measures can be applied to resolve present-day issues, such as challenges to modern family values, intellectual and practical corruptions, and deteriorating interpersonal relationships, providing a framework for their reform.
2025-04-15T16:37:44+00:00 Dr. Lubna Farrah lubna.farah@gmail.com‏
This study aims to highlight translation errors that occur due to the way translators understand Quranic words. Some translators interpret these words automatically through a stereotypical lens, while others rely on the exegesis of the Quran to explain them. With this in mind, our research focuses on identifying the potential errors that arise when translators overlook polysemous words, which may lead to misleading translations. Based on this, our research examines how stereotypical errors impact the quality of translations of certain Quranic terms. The key finding of the study reveals that one of the main reasons translators commit stereotypical errors is their failure to rely on the linguistic interpretations of Quranic words. This, in turn, results in an English version of the Quran that significantly deviates from the original.
2025-04-18T16:53:27+00:00 Dr. Abdul Saboor abdul.saboor@uos.edu.pk Muhammad Mabruk Shariff mmshariff2000000@gmail.com
This article focuses on the study of Arabic grammar in the text of "Abu Talib's speech during the marriage of the Prophet (ﷺ) to Khadijah bint Khuwaylid." A nation can only progress and live in harmony with other civilizations and nations by adhering to it. Otherwise, ignorance and backwardness will accompany it, along with the loss of its identity, the extinction of its civilization, and the loss of its religion.

The question that arises is the best methodology for dealing with the Quran. The methodology outlined by the Quran for dealing with it is the methodology of contemplating its verses.

Our esteemed interpreters from the early generations laid down various methodologies for dealing with the Quran through their contemplation, in light of the challenges of their times and regions. This enables us to benefit from the teachings and guidance of the Quran in the modern era. Contemplation of the Quran is an ongoing process, adapting to the needs of each era and society, to connect our nation to the strong bond of Allah and derive solutions for contemporary issues and face current challenges.

Therefore, the focus of this study is on some of the prominent contemporary interpreters through their books in Quranic studies and contemplation. These figures are: Abdul Rahman Habnaka al-Midani (died: 1978), Abu al-Hasan Ali al-Nadwi (died: 1999), and Taha Jaber al-Alwani (died: 2016).

The study aims to examine the proposed methodologies of contemplation among them and extract the key features.
2025-03-31T00:00:00+00:00 Copyright (c) 2025 Al-Qamar
